Wall Street climbs; S&P closes at five-year high?

Stocks closed?the?trading?day?higher, pushing the Standard & Poor's 500 index to another five-year high, after strong reports on housing starts and unemployment claims made investors more optimistic about the U.S. economy.?

The S&P 500 gained eight points to close at 1,480 Thursday, its highest level since December 2007.?

The Dow Jones industrial average also rose, gaining 84 points to 13,596. The Nasdaq composite rose 18 points to 3,136.?

The number of Americans filing new claims for unemployment benefits fell to a five-year low last week and housing starts jumped last month to the highest since June 2008.?

Strength in the housing and labor markets is key to sustained growth and higher corporate profits. Job market improvement helps stimulate consumer spending while a recovery in housing means more purchases of appliances, furniture and other household goods as well as a source of employment.?

"Having consolidated really for the last two weeks, the fact that we broke out, I think that that's sucking in quite a bit of money," said James Dailey, portfolio manager of TEAM Asset Strategy Fund in Harrisburg, Pennsylvania.?

In the housing sector, PulteGroup Inc shares gained 4.9 percent to $20.29 and Toll Brothers Inc advanced 3.1 percent to $35.99.?

EBay's shares rose 2.7 percent to $54.33 a day after it reported holiday quarter results that just beat Wall Street expectations. It gave a 2013 forecast that was within analysts' estimates.?

Gains were tempered somewhat by weakness in the financial sector, with Bank of America down 4.3 percent to $11.27 and Citigroup off 3 percent to $41.22 after they posted their results.?

Bank of America's fourth-quarter profit fell as it took more charges to clean up mortgage-related problems. Citigroup posted $2.32 billion of charges for layoffs and lawsuits.?

The S&P financial sector index slipped 0.14 percent as the only one of the 10 major S&P sectors to decline.?

S&P 500 earnings are expected to have risen 2.3 percent in the fourth quarter, Thomson Reuters data showed. Expectations for the quarter have fallen considerably since October when a 9.9 percent gain was estimated.?

It?s Better To Be Raised by a Single Mom

A few months ago, social scientist W. Bradford Wilcox insisted in Slate that it?s worse to be raised by a single mother even if you?re not poor. Children of single mothers, he argued, are more likely to end up as pregnant teens, or in jail, or otherwise in trouble. For centuries Wilcox?s has been the common view. But in an age when single motherhood is becoming more common, these mothers (and social science research) are starting to challenge that view. In fact, some believe that in an era when children are coddled and dependent for way too long, being a child of a single parent has distinct advantages.

If the forms ask, I check off the box that says ?head of the household.? Gender: female. Eyes: brown. Occupation: queen. Queen of the castle. If there were a moat, it would be my moat. I would orchestrate all activities in the moat. Canoe races, water aerobics, turtle hunting, you know. This year marks the 10th that I have held such an esteemed domestic status. One decade. My first milestone.

When couples celebrate their 10th anniversary, they might buy important jewelry and give it to each other to wear. Sometimes they surprise each other and hide the jewels under napkins or in soup bowls. That?s because a decade is a long time, a long time to share towels and make compromises and most often raise kids. In marital circles, it is an accomplishment. In unmarital circles, OK, in my unmarital circle, a decade of parenting?alone, without the relationship part?is not an accomplishment. It is a Sisyphean feat. It is like jogging to Uzbekistan. Or deciphering the human genome. I am going to buy a ruby and bake it into a cake and forget that I did it and give it to myself. Surprise! Happy anniversary!

Ten years ago, I was not as ebullient, fearing the logistics, mainly, of my new arrangement?making house payments, changing filters in the attic, getting to soccer practices and ballet without splitting my body in half surgically. The apprehension was warranted; the details have been hard. I worried less, though, that my two daughters, now teenagers, would grow up as well as they would have had a proper father lived in their house. Now, I see that they have grown up with so much more. More than, I daresay, their peers from two-parent families have. Hence, the ruby in the cake.

Kids of unmarried parents, according to all of those studies (of rich moms and poor, educated moms and not-so), are supposed to be failures. They are supposed to abuse drugs, get pregnant, and end up in prison rather than grad school. One-fourth of them are supposed to experience the kind of emotional havoc that renders them useless forever. There is of course no data suggesting that these particular kids might have had similar paths regardless of the number of adults sleeping down the hall. But beyond that there is also the beauty that emerges from the strain, the impediments, even the sometimes terrifying knowledge that their parents might fail them. No single mom wants to fail them?provide less, teach less, support less, be less?but it is in our minds that we might. So we struggle, and over the long term, we impart to our children that struggle can be good. This is something they know intimately.

First, the easy lessons: money. Work hard for it. Save it. Choose what to spend it on. My kids have seen me write for a living at home, tutor, teach classes, and sew purses at the kitchen table so that I could be available to them after school. They know that I could earn more as a ?regular? employee, but they?ve figured out how to assess the value of each option and of other things. They never ask for anything that costs a lot. They thank me for making dinner each night. When they were in elementary school, they put $124.58 in an envelope and gave it to me. It was everything that they had saved. I took one of the dollars and wrote on it: ?This is my birthday present from my wonderful daughters who are selfless and sincere and my very special comrades.? I gave the rest back to them and told them not to ever worry. The bill is in a frame on a bookshelf by my desk.

Growing up in a house of girls, they?ve learned about independence, about teamwork, about climbing on ladders and lifting couches and fixing (OK, attempting to fix) leaky shower faucets. We have a tool box. We have a grill. (We also have a plumber if we need him.) Looking at the gear in my car trunk, a mechanic once asked if I was a gym teacher. Female strength is worth nurturing, and it just happens organically in an all-gal house.

Certainly, kids from two-parent families can cultivate these values from other contexts. But the real rough stuff is harder to duplicate. During a two-year period, process-servers pounded on our door during dinnertime. Once they pushed envelopes at us as we left ballet school on a day parents were invited to visit classes. Another time they ambushed us as we walked to the driveway to get into the car. The kids were young, so I made up stories: someone trying to sell us roofing services, someone mistaking me for someone else. When my daughters were in elementary school, I went to court for five different lawsuits, ultimately representing myself. When they were old enough, I told them the truth about where I had been. I told them about integrity, morality, and honesty and the difference between emotion and reason. I told them about the boyfriends they would one day have and the qualities that they should look for in a mate.

There is power in the negative example, and my kids have witnessed it first hand. They have felt the rancor, lived for a time in the forbidden middle. Yet they have learned and have emerged with the kind of human insight that will serve them well?the kind of insight I wish I had had before making a bad choice. Instead of hiding things, I started conversations about options, self-knowledge, trust. As a result, my daughters know how to make decisions for themselves and advocate for their needs.

Before the divorce, we lived just six blocks away in a large house, a fancy French-style manse that made me feel as if I were living in someone else?s house. After, to avoid a change in schools, we moved into one of the neighborhood?s original stone cottages, which is about one-fifth the size of our former home. It is charming and solid, though it needs a new roof and front path and bathroom vanity, testaments to the pressure of income, the continual weighing of worth. What?s a tight corner, anyway, when there is hardwood under the kitchen linoleum and college tuitions ahead. The girls would learn about value, and craft, and history, yes, they would. I, having already learned about value, and craft, and history, would find meaning in how the freezer door handle hit the wall.

We are surrounded by huge homes and the other accouterments of wealth. Kids here, and in similar bubbles of affluence, find gift-wrapped cars in the driveway when they turn 16, as well as one of the greatest predictors of success: support. In the recently published How Children Succeed, author Paul Tough argues that rich kids get the encouragement and poor ones get the grit, and he claims that one without the other gets no one very far. It is hard to spot the millionaire?s kid who mows the lawn or the middle-schooler on a free-lunch program who sees his parents before nine at night. I would maintain that children with a single parent get the winning combination.

A few summers ago, we held a tag sale on our front yard. I could have had the items picked up for donation, but the extra cash was helpful at the time. A little boy, about 5, made a beeline for my kids? old soccer jerseys and, in minutes, had collected matching shorts, shin guards, and a pair of cleats. When his dad took out his wallet, my daughters did not want to accept his money. They told him it was a gift. A few days later, they started a charity that collects and distributes athletic shoes to kids who need them. They?ve given away hundreds of pairs.

St. Bernard Parish environmental group and state DEQ discuss air ...

A St. Bernard Parish environmental group on Wednesday called on the state Department of Environmental Quality to speed its plans to reduce the emissions of pollutants from local industries as part of a report detailing the group's findings on air quality in parts of the parish. DEQ already has recommended to the federal Environmental Protection Agency that it designate St. Bernard Parish as being out of compliance with standards for how much sulphur dioxide gas is released in an hour.

DEQ will attempt to require compliance with the sulphur dioxide standard sooner than the 2017 deadline, which the EPA is expected to set when it issues its non-compliance directive, according to DEQ spokesman Rodney Mallett. DEQ must submit a state implementation plan to the EPA by mid-2014 that demonstrates how St. Bernard will reach sulphur dioxide standards by 2017.

The EPA standard for sulphur dioxide was reduced to 75 parts per billion in an hour in 2010, from an average of 140 parts per billion in 24 hours, a standard that had been in effect since 1971.

?DEQ?s plan, suggested in a recent Times-Picayune article, is to ?ratchet down? sulfur pollution levels as the permits come up for renewal; that process could take up to five years,? said Suzanne Kneale, a member of the local Concerned Citizens Around Murphy group that authored the recent report, which the group states it compiled from air monitoring data. The report has not been vetted by the DEQ or EPA.

But Mallett said on Wednesday that the DEQ is well aware of the problems and is ?trying to get ahead of the situation and look at some ways that we can address the SO2 (sulphur dioxide) levels in that area.?

?There?s the official timeline, there?s the official legal process, but we are trying to get a jump on that,? Mallett said.

Current scientific evidence links short-term exposures to sulphur dioxide, ranging from 5 minutes to a day, with an array of adverse respiratory effects, such as emphysema and bronchitis, as well as aggravating existing heart disease. The effects can be more profound on asthmatics, children and the elderly.

The three main facilities in the parish that have permits to release amounts of sulphur dioxide are the ExxonMobil Chalmette Refinery, the nearby Rain CII petroleum coke processing plant, and the Valero Energy Corp.?s Meraux refinery, according to the state DEQ. Valero bought that Meraux refinery from Murphy Oil USA in the fall of 2011.

The Concerned Citizens Around Murphy report is based on air monitor readings at the three sites in St. Bernard: two state DEQ monitoring sites, in Chalmette and Meraux, and one monitoring site operated by Valero near its Meraux plant.

St. Bernard?s air quality failed to meet that one-hour health standard for sulphur dioxide on 29 days in 2012, according to the report. The highest readings were from DEQ?s site in the Chalmette Vista neighborhood -? with readings of 241, 229, 216, 211, 184, 174, 164, and 148 parts per billion.

Kneale describes current air quality as a deterrent for people considering whether to return to the parish, which was decimated by the levee breaches during Hurricane Katrina in 2005 and which still lacks about half of its pre-Katrina population. Along with sulphur dioxide, the group?s report describes how often air quality in the parish failed to meet standards for particulate matter and hydrogen sulfide in 2012

Based on the air samples at community monitoring sites, the report states that air quality in 2012 failed to meet pollution standards for hydrogen sulfide on eight days, for particulate matter ?PM2.5? on 34 days, and for particulate matter ?PM10? on six days.

Long-term exposure to hydrogen sulfide -? a color, flammable gas -? can cause eye irritation, cough, headache and nasal blockage, along with possible other symptoms, according to the Centers for Disease Control and Prevention.

Particulate matter, or particle pollution, is a mixture of solids and liquid drops in the air that can come in a wide range of sizes, with ?PM10? representing particles between 10 micrometers in diameter and 2.5 micrometers in diameter -? smaller than the width of a single human hair. The EPA is particularly concerned about particles 10 micrometers in diameter or smaller because those are the particles that generally pass through the throat and nose and enter the lungs.

Particles 2.5 micrometers in diameter or smaller -? or PM2.5 -? also called fine particles, often are found in smoke and haze.

BAGHDAD (AP) ? A car bomb explosion tore through a crowd of Shiite pilgrims returning home Thursday from a religious commemoration, killing at least 20 and reinforcing fears of renewed sectarian violence, according to Iraqi officials.

The blast erupted late in the afternoon in the town of Musayyib, about 60 kilometers (40 miles) south of the Iraqi capital. It targeted worshippers returning from the Shiite holy city of Karbala following the climax of the religious commemoration known as Arbaeen.

Children were among the 20 people confirmed killed, according to a police official. He said at least 50 people were wounded.

The bomb went off in the middle of a gathering of pilgrims changing buses coming from Karbala on their way to other destinations in the country, according to police.

"The explosion shook the whole block and smashed the windows of my house," said teacher Ibrahim Mohammed, who lives nearby. "I ran to the scene of the explosion only to find charred bodies and burning cars. There were women screaming and searching for their missing children."

A hospital official confirmed the casualty toll. The officials spoke on condition of anonymity because they were not authorized to release the information to reporters.

Thursday marked the height of Arbaeen, when hundreds of thousands of Shiite pilgrims converged on Karbala to mark the passing of 40 days after the anniversary of the seventh century martyrdom of the revered Shiite saint Imam Hussein, the grandson of the Prophet Muhammad.

Shiite pilgrims are one of the favorite targets for Sunni insurgents during Shiite religious events.

Iraqi authorities typically tighten security in Karbala and along routes used by pilgrims, but security forces acknowledge they are unable to prevent all attacks.

As in previous years, the pilgrims practiced the ritual of self-flagellation on the streets, hoisted Shiite religious flags on trees and lamp posts and served food from tents pitched on street corners.

Zaid Mohammed, a 21-year old student, said he walked to Karbala from a nearby city to show his deep respect for Imam Hussein.

"All the people came here to show their gratitude and appreciation for the sacrifices made by Imam Hussein while fighting injustice," he said. "We have decided to confront all the security risks that we might face on our way to Karbala."

State television earlier Thursday aired video of Prime Minister Nouri al-Maliki walking among the pilgrims.

Thursday's attack came after Iraqi authorities ordered the release of 11 women facing criminal charges and pledged to transfer other women prisoners to jails in their home provinces

The move appeared aimed at addressing a main demand during a wave of protests by the country's Sunni minority against the Baghdad government.

The demonstrations erupted following the arrest of bodyguards assigned to Finance Minister Rafia al-Issawi, one of the central government's most senior Sunni officials. The protests tap into deeper Sunni feelings of perceived discrimination and unfair application of laws against their sect by Shiite Prime Minister Nouri al-Maliki's government.

Vice President Tariq al-Hashemi, another high-ranking Sunni official, is living in exile in Turkey after he was handed multiple death sentences in absentia for allegedly running death squads, a charge he dismisses as politically motivated.

Justice Ministry spokesman Haider al-Saadi said the families of the imprisoned women can secure their release by paying bail. He added that 13 Sunni women convicted on criminal charges will be transferred from a Baghdad jail to prisons in their home provinces of Anbar, Salahuddin and Ninevah to serve out their sentences.

The detention of female prisoners has been a focus of the demonstrations, but it was not clear whether the decision to release some of them will satisfy the protesters.

Janet Danahey awaits pardon from Perdue | MyFOX8.com ...

GREENSBORO, N.C. ? As Governor Bev Perdue finishes her last week in office as head of state, supporters of Janet?Danahey wait to hear whether Perdue will grant clemency in a ten-year-old Greensboro case.

Last June,?Danahey?s attorneys filed a petition for clemency, stating, ?This was a prank and everyone knew it. We are left with the unsettling and disturbing sense that we placed a 23-year-old woman in prison for life without parole for playing a prank that went terribly wrong.?

Danahey?confessed and pled guilty to four counts of murder and arson after she admittedly set a fire that killed four people in a Greensboro apartment complex in February 2002.

She was sentenced to life without parole and is currently imprisoned in the women?s prison in Raleigh.

Her attorneys maintain the fire was all part of a prank, a practical joke gone wrong, and insist she is remorseful.

?She never intended any harm to any human being. She attempted a foolish prank that put her in prison for life. It was a thoughtless act, but with no malicious intent,? wrote defense attorneys Locke Clifford and Wade Smith in the petition.

The petition also included more than 35 letters of support; one was from the father of one victim of the fire, Beth Harris.

The Governor has said she will rule on the clemency request. She would need to do so before the end of her term in North Carolina this week.

Since June, an online petition has also sparked supporters to step forward and share their perspective on the?Danahey case.

?Janet paid for the crime with ten years in prison,? wrote one supporter. ?She deserves to contribute to society again from the outside.?

Another signed the online petition, ?She is a good person. I think she made a mistake and is remorseful.?

Greensboro Firefighter David Douglas responded to the Campus Walk Apartment fire in 2002. He believes?Danahey deserves the life without parole sentence she agreed to ten years ago.

?You know, it?s a harsh sentence,? he told Fox 8 at the time.

?Well unfortunately being dead forever is a harsh sentence, too. All of those things they say Ms.?Danahey can?t do- none of those victims can do either.?

Investigators said?Danahey poured lighter fluid on a futon on her ex-boyfriend?s balcony and set the futon on fire. The fire quickly spread to the entire building.

Douglas was the person who informed Carolyn Llewellyn that her daughters, Donna and Rachel, were two of the four people killed in the fire.

?Of all the things I?ve ever done I think in my life, that was the hardest,? Douglas admitted.

Llewellyn also spoke to?Fox8 when?Danahey?s petition for clemency was first filed.

??When you lose a child to a crime, you never get to really bury them because the justice system doesn?t allow closure. It allows them to continue to be dug up over and over and it causes more grief for the loved ones.?

But Janet?Danahey?s loved ones say they are suffering, too.

One woman wrote on the petition that Janet was like a big sister to her growing up.

?She always brought a ray of sunshine every time she came over. I remember he beautiful smile and laugh with love. Janet is love.?

Guilford County Assistant District Attorney Howard Neumann painted a very different picture of?Danahey in response to the idea of commuting her sentence.

?It?s an intentional malicious act and the consequences of it are foreseeable.?

Many of?Danahey?s supporters believe this could be her last shot at a second chance.
